Hadleigh Town Council’s Responsibilities

Allotments
The Council have two allotment sites; on Bridge Street and Toppesfield Close.
A waiting list for allotment plots is held in the Town Council office – email us your details office@hadleightowncouncil.gov.uk if you wish to be included or require further information. Or telephone the Town Council office on 01473 823884.
Allotment holders are invited to join an Allotment Association.
War Memorial
The Council maintain the War Memorial and its grounds although special credit is due to The Royal British Legion in Hadleigh who adopted the maintenance on behalf of the Council.
Corks Lane Play Area
comprises an adventure playground, swings, slide, “springers”, picnic area and outdoor gym equipment. The Town Council are responsible for the maintenance and upkeep of the play area within the fenced boundary.
Timperley Road Play Area
Is aimed at the Under 10’s and offers swings, ‘springers’ climbing frame and picnic area. The Town Council are responsible for the maintenance and upkeep of the play area within the fenced boundary.
Layham Road Sports Ground
The Town Council own and maintain Layham Road Sports Ground as a community sports and leisure facility. Each facility is bookable by groups or individuals by contacting The Council on 01473 823884 or emailing office@hadleightowncouncil.gov.uk. The Ground comprises 12 acres of land providing soccer, rugby and hockey pitches, a floodlit all weather multi-sports facility and three courts suitable for tennis, netball etc. Car Parking facilities can also be booked.

St. Mary’s Churchyard
The Council maintain the Churchyard and the Church Clock. For all other church enquiries please visit https://stmaryshadleigh.co.uk/ for their contact details and contact the church directly.
Hadleigh Skatepark
Hadleigh Skatepark off Calais Street / Pykenham Way is on land leased by the Town Council from Babergh District Council. The skatepark maintenance (including cleansing) is undertaken by Babergh District Council.
The extension project in 2020/21 originated from the Hadleigh Skatepark Fundraising Trust and is a truly collaborative project between the trust, Hadleigh Town Council and Babergh District Council with funding from all three sources and the largest proportion from Leader funding. The extension is now complete and final H&S checks are being undertaken. Thank you to all those involved for making this a success.

Public Lighting
The Council is responsible for footway lights, e.g. those in the area of the swimming pool and on Market Square. Suffolk County Council is the street lighting authority Useful Links
Litter & Dog Bins
are provided by the Council but Babergh District Council are responsible for emptying both types of bins. Useful Links
The Milestone
The Council has adopted responsibility for this monument which has been restored and renovated.
The Millfield at Tinkers Lane is owned by the Town Council but leased to Hadleigh United Football Club
Cricket Ground is owned by the Town Council but leased to Hadleigh Cricket Club
Speed Indicator Devices (SIDs)
Two devices were purchased using CIL funding and will be rotated between the four locations every four to six weeks. Data obtained from the devices (speeds and reductions, not licence plate numbers) will be analysed by the office at regular intervals and uploaded to the Town Council website. This scheme is for educational purposes and drivers will not be prosecuted.

The latest download from the SIDs (for the period 1/11/2023 to 31/01/2024) showed that 379,343 vehicles passed by the Lady Lane device that’s adjacent to Brett Close with an average speed of 27mph coming into town and 28mph going out of town. There were 387,518 vehicles passing the Aldham Mill Hill device, at an average speed of 26mph coming into town and 27mph going out of town.

Town Planning
All applications for planning consent in respect of proposed development in the town are submitted for consideration and recommendation but ultimately it is Babergh District Council’s decision.
Public Rights of Way
These are mainly managed by Suffolk County Council as they are the Highway Authority. The Council has certain concurrent functions. The Council is consulted on matters affecting the preservation of the public rights of way, e.g. the review of the Definitive Map and diversions and undertakes signposting and some maintenance.
Street Naming
Street naming is not the responsibility of the Town Council, but it is asked to suggest new names to the appropriate authority. If you have any names you wish to put forward, please email them to assistant@hadleightowncouncil.gov.uk.
